What changed and why

Several inaccurate references to a branch label found throughout the ISSUES.md, LABELS.md, and PULL_REQUESTS.md documents removed and replaced with instructions on how to use branch references. Example project board issues now referenced using Example {example #} instead of Issue {issue #} for improved clarity.
